Anyone flew in France? Beside respecting this rules, i need something else? Like approvals. I want to fly into a region that is NOT marked no fly zone. Thank you

For details posted and updated by the French authorities on restrictions to flight areas, have a look here:
https://www.geoportail.gouv.fr/d ... r-drones-de-loisir.  If you click on the coloured areas (orange, yellow, pink) it lets you know maximum permitted altitudes (solid red indicate totally prohibited areas).
You don't need a permit.  The card listing the DGAC's 10 points (which you posted) is worth printing out and keeping to hand.  I've got a copy, just in case someone comes over and starts telling me I'm not allowed to be doing what I'm doing.  I also often take a screen shot of restrictions map I posted, so that I can quickly show people I'm in a permitted area.
