Please forgive me if this has been addressed previously. I would like to create georefererenced maps that I can share with a client. I was experimenting with maps made easy...but it doesn't allow me to share it with someone who doesn't have an account. I need to be able to provide him with maps with accurate measurements. Can this be done in Photoshop? Any advice is appreciated.

You can actually overly custom boundaries onto Google Earth.  I've done this before (not GEO fencing), but someone else generated the coordinate file. I'll see if I can find some procedure references.
The problem I have with GEO Fencing is finding a definative source of information.
