It looks like a Cinemagraph, check out flixel.com for more info about them (I am not affiliated in any way)
I have seen a couple apps that can do this effect (ie: Loopsie) , but they all seem to require you to film it via the camera. I haven't seen an app that let's you provide a video from a drone as input before.

Providing the video is stabilised you could do it with drone footage. Flixel will accept any form of video. Cheers Steve
i am gussing its edited with same clip added TWICE and pausing the one with the person stationary and then applying a layer mask for the water movement to come through ..I might be and proberly am completely wrong , but thats my idea LOL
yea its basically an animated still. if you look closely at the water you'll see that the waves coming to the shore are the exact same shape and pattern every time.

Yeah, sorry .. I forget there are other platforms out there ;) I worked exclusively with the Windows platform (developing software) for longer than I care to admit, but I'm exclusively Mac now. Cheers
Same here, I was thinking that it used a photo program which has customized features like a PhotoViewerPro. Well, that could help create impressive images.
