I'm a new owner of a Phamtom 3 Standard and I have a question about the smart battery.  It is set to discharge after 10 days but is not discharging.  Does it have to be in the Drone to discharge?  Also, is 10 days a safe amount of days to stay charged?  My battery has been sitting on a shelf for 2 weeks and is still fully charged.  Thanks in advance for your assistance.

Why don't you just fly it for 20 minutes and don't charge again ?

That was the plan but inclement weather and work has prevented that.

A swell way to drain battery voltage, when you can't fly, is by utilizing  your handy onboard flight SIMulator. You can place the drone on an upturned fan, or near an air conditioner to help reduce the internal heat when not flying.

The flight manual would need to be like a regular text book, if they were to print every innuendo and suggestion. Thankfully, the convenient forums are chock full of experienced RC drone pilots to help fill in the gaps and omissions. Ha

I leave a flight pack in the drone, but certainly have ample room in my Nanuk 945 drone case, for several more flight packs as well. ;-)

Yes ... absolutely. The power button also acts as a reset to day one for discharge. I don't think manual mentions it ... and its a common mistake made by made.

OK ... as to your other questions :

10 days is not good and its better to change that to 2 - 3 days .... Full charge of any LIPO causes damage and we have to compromise on having full for use and discharging to good storage level.

If you want a discharge setup that you can use ... forget using the Drone itself unless you fly ... standing it heats up the camera and components ... and takes too long.

You can buy a TELSIN discharge unit of eBay for pocket money ... this not only discharges the battery but that energy can be used to charge a mobile phone .. as you have a standard P3 - it can charge your controller even.
