Is there a way to setup and save a flight plan with ground station?

If you are using Ground Station for IPad, yes. Tap on the star (in lower rh side of screen). It will bring up a box full of numbers. Delete all the numbers then type the name in there and it will be saved. To recall the saved mission, tap the 3 little dots at the top of the screen then tap on the star (with a cloud).

I am using the vision app. but I have a Ipad with cellular data.

The Vision app version of Ground Station does not support the saving of a flight plan.
The stand-alone Ground Station for iPad and PC does, but you need more hardware to get it to work with a Vision Phantom.
