Who had upgraded the iOS and dji app and how is it working ?????

I've done it , so far so good.

With iPad Mini 4, iOS 9.0 and DJI Go 2.3.0 .
So far I have no problems after 3 flights.
I cross my fingers.

Any one confirming it working with iPad Mini 2?

It does not work for me and many others.  Check out PhantomPilots.  Google IOS 9x.  Call DJI and they will tell you it is a problem with Apple.  Call Apple and they will tell you it is a DJI problem.  The fact of the matter is that the FPV video studders, flickers, freezes and goes blank or a black screen.  Write DJI support = no response.  I was on IOS 8.4 and GO 2.2 and everything worked fine.  Upgraded to IOS 9.0.1 then 9.0.2 and the upgraded to GO 2.3 and the FPV video does not work.  So a mile out and the screen turns black, creates a little concern.  I will  no longer fly until DJI fixes the problem.  Here are some screen pics today from a max of about 250' away.

The app is constantly crashing and causing video loss.  I've flown 6-7 flights and the last 3 were terrible.  Using an Ipad Mini 2, iOS 9.02, and the 2.3 Go App.  Screen will go black/green, video becomes choppy, settings won't reset, and then it crashes.  I've had video loss while it's on my kitchen counter at 18" away and about 1500' away.
