Because bought a new DJI phantom 4P plus, I don't use my old phantom 4 any more... but still...love it.Here is one of my best night photos with phantom 4. (100iso,f8) no filters

I like this shot.  But it is spoilt by the motion blur.  
To improve you could take a whole series of shots without moving anything, and hope that one of them will have no movement blur.  
Maybe the 14 photo burst option would be a good place to start.
Trouble is you won't know if you have THE SHOT until you look on your computer.

I do long expousure just like liningiv says - serie of 5 or 7 photos.

Don't merge photos in long exp. Im sure few of them has motion blur so this will broke everything. Also, I dont see point of merging them until You want to make HDR. Settings are good , ISO as low as possible, so no point in merging same photos. In this case thing can be only worse than expected.

It's so easy with a P4P...you don't even have to use anything beyond 1 or 2s exposure with such latitude in raw on the larger sensor

Go for f/2.8, you can use much shorter shutter speeds that way.

Bit of photoshop and this picture might look v.good.
But in my opinion try to stick with lowest ISO and try burst photo of 5 pcs. If You will catch stability in one of them - believe me - You will get great results.

Check out my LE photo. Maybe mot made with DJI drone, but ISO was 100. See that there is no any "noise" on that photo. Don't judge car/background, just made to see how LE will work with my flashlight ;)

Try increasing the ISO to 800 or higher and open the aperture to f2.8.  Your drone is a bad platform for long exposure work due to movement of the drone and vibration from the rotors.  You need to get the ISO up so you can increase the shutter speed and hence reduce the camera shake

800 iso is not bad not a lot of noice...but higher will try

Yeah, don't merge because the photos are taken at different intervals so you do not have only motion blur but different photos at different times. The blurred areas will always be different  from one photo to the next so merging those areas just makes a mess.

I did follow your tip and used burst mode.
Worked perfectly... but you need a littel bit off luck

You need to stay at ISO 100 to reduce noise though...
