Just got a new Inspire 1. Batteries have never been charged. Right out of the box, one battery will not charge.

When checking level with one button push, LED 1 lights and then goes off to indicate 0-25% charge. Plug it in to charge and no lights turn on at all. If I press and hold the button for 5 seconds, all 4 lights turn on to indicate good capacity.

I did some reading and found the advice to remove the top and unplug the connector for an hour to reset. After that action, the battery responds when I plug in the charger, but  all that happens is LED 4 blinks twice per second as if it thinks the temperature is too low to charge.  Definitely not the case.

Anything else I can try, or does this battery just need to go back?

May I know where you purchased the battery? The best course of action would be to send it in.

When you first plugged it in to charge, how long did you leave it before deciding that it was not going to charge?
