Effective Pixels from the Pro Camera

Could someone from DJI confirm the effective pixels are 20mp?   Using the SDmicroExtremePro U3 V30 my readout via Adobe Lightroom and Photoshop is consistently capped at 16.8mp.  I'm sure there is a logical reason,  however I am definitely not knowledgable in this area.

You only get the full 20 MP when using the 3:2 aspect ratio.

Image Size       
3:2 Aspect Ratio: 5472 × 3648 = 20MP
4:3 Aspect Ratio: 4864 × 3648 = 17.7MP
16:9 Aspect Ratio: 5472 × 3078 = 16.8MP

While I have all of these experts on one thread, one more question.  When switching between "save"(d) Camera Setting during the "loading" phase my drone takes a big transmission hit (also on any press of "loading" generally disrupts the Transmission Signal).  This load "disturbance" is normal on most cameras,  however most cameras are not flying at 400 feet.  Is this just the nature of the beast and to be expected in flight or does DJI recommend presets to be altered between flights while on the ground?  I ask because I don't want to find out while in the air however changing between my presets in the air is so much quicker and convenient via the CS presets.
