Next steps after no response from DJI

I am at a loss as to how unresponsive this company has been over a simple issue I have had. Sent in two brand new batteries that weren't working on my P4 (battery signal errors), and received back two used batteries tied together with a rubber band.

I've had a case open for months and chat and emails are either unresponsive or do nothing to recify this.

I'm considering contacting the BBB or an attorney, not because this is anything of particuarly high value, but as a consumer it's downright rude and offensive.

Any help or opinion would be appreciated.
