Look at something from DJI like the S900, S1000, etc. There might be some less costly models in the DJI line but I only know about the S Series.

Update: I researched the S1000 series and found that DJI actually (kinda) recommends AGAINST flying the S1000 in the rain due to:

ESCs are not water-proof, do not fly in rain or snow.

You know what they say, never start a warranty claim with "they say"...

Unless it 's officially stated by the manufacturer, no drone can fly in the rain, at least not without taking an expensive risk.

A couple of drops on your camera lens and your images are garbage.
At the cheaper end of the scale look at Splashdrone or if you have even more to spend, the recently announced Matrice 200.
