Is this the correct behavior?
I only have 22 Mbps when I turn on the goggles, which goes to 60 Mbps when I turn on the engines (???)
Shouldn't it be 60 Mbps even with the engines stopped being very close to Avata 2?

Yeah, that's working as expected. Transmission rate and video quality will be limited in order for aircraft not to overheat before takeoff.
