Have a new DJI Phantom 2 with H4 Zemuse Gimbal and it seems to be unabel to point fully ahead or fully down. It doesn't have a ful 90 degrees of motion. It seems to be limited to the middle 45 of the ful 90 if that makes sense? Anyone knwo what might be the cause? Other than anti interference board Nothing else is hooked up to the drone.

You have to calibrate your controller after installing, specifically the gimbal tilt wheel or lever, whichever you have.  Wouldn't be a bad idea to update the gimbal firmware while you are in the assistant software.
