Id seen them on a few boats over the last few years and finally had to look it up myself.
I think it is a great idea that they use numbers that are visible from above. No doubt the US Coast Guard pilots would love a system like that for commercial boats here. We are all required to have numbers on the hull of the ship above the water line but that is not visible from overhead.

It's a common system here, all the emergency serves have numbers on the roofs and the shipping companies do it to trailers that are carrying valuable goods.

No doubt that is a very handy feature. Here, I think, it is more about individual privacy issues.
