As far as I know, it was started by a foreign investor who left the country ... and yes it's a huge waste of money and space but it's rather "normal" nowadays

Sad to see another abandoned building project but sure makes for a great place to explore with an FPV drone.  Great job on the video Alex.  

Now thats a big development to just abandon.
