I had a feeling it was a map.  

Its hard to get a dull block in detail

Great topdown shot. It looks like anything but a courthouse, though

Yes it was an irregular map with diagonal corners.

I just found out we have a site where you can see stitched aerial photos from 2006.
I hope they will add older images too, but this is already nice.

Web ODM is an open source web mapping program it makes maps and 3d models
