Which requirements for running of usb c cable only?

Hi, in the FPV drone scene we typically dont run a battery inside the camera but use a "iFlight Balancer USB-C power cable" which uses the drone battery for example 16 or 24v and steps it down to 5v/2amp I think. Whats funny with the DJI Osmo Action 5 Pro it doesnt even turn on while with a GoPro it works fine. With a usb wall socket it did turn on so its possible to power it without a battery just by usb-c but it seems either there is not enough power coming by the adapter or the dji requires some sort of extra step maybe some resistor? I dont know why it doesnt turn on with that specific product. Can someone tell me what I'm missing here

I am able to power and record(without a battery inside) using a Nitecore NPB1 which is a very basic powerbank, it can deliver 2.4A at 5V or 2A at 9V. I also have a MI Power Bank 3 Ultra Compact that seems to power it fine too, it has a similar output rating IIRC. The camera manual has this affirmation for charging the battery "It is recommended to use a USB-C charger that supports Power Delivery or PPS(Programmable Power Supply). "

I also don't think it's outrageous power demand but some sort of communication missing in that custom cable which just gives power only. It for sure needs like a specific resistor at one data line most probably or even some protocol? Thats why I’m asking
