Well if the dji charger charges in 30 min then it must charge at 2C. And it must be supported.

The spark battery can be charged with <3A.
Over 3A the battery will stop the charging process.

i have read it can use 5V and 9V chargers..  and 2.45Amps on 5V and 1.66amps on 9V   but i dont know since none of my quick chargers i owned worked with my spark, when i had it, in quick charge mode, just standard 5V mode.

Lipo batteries and MAH charging rates. DO NOT CHARGE THE BATTERY OVER THE MAH OF THE BATTERY. So, in human terms - The battery for the Spark is 1480 mAh. The general rule of thumb is to put a point after the 1st number. This would mean that a charging rate of 1.4 amps for the battery. You could get away with a 1.5 amp charge as most decent 3rd party chargers have an amp setting which you can set to the capacity of the battery. Charging any Lipo battery over the simple calculation could result in this happening -

must be a protocol not engaging for most standard quick chargers..maybe some handshake failing because dji limited it..... when i had my spark it never worked for me..  could just be my fault but i also  have an anker quick charge 3 battery bank and that acted the same, sluggish, good if nothing else.. hmm..

So how does that DJI charger charge it faster, the battery must take higher wattage that 18w unless is the micro usb that is limited.

I don't own one of these powerbanks, but what I can say is that a QucikCharge 3.0 compatible one is the fastest way to charge the spark via it's usb port.
It will take about 70min (10% to 100%) with a 12V/1.5A charger.

Remember that the 30.000 mAh is for the internal power bank battery, which is 3.7V,
30.000mAh@3.7V = 111Wh.
Enough for 6 charges - not 9.

Not sure I understand your question. Spark will draw a maximum of 2A from a generic 5V USB supply for a total power of 10W and 1.5A maximum at 12V from a QC power supply for a total power of 18W.

In any case, the Spark battery is not connected to USB charger directly, very far from it. First off, the voltage has to be boosted up to over 13V needed by the 3S battery. The actual charging process it tightly controlled by the circuitry inside the battery case; it's way outside the USB power supply's competence. Interesting.  Thought the charger read 3amp.  Is It ok to use 2 amp ipad charger?

Sure, you can use a 2A iPad charger. But it will be slower.. 2A @ 5V is only 10W.

Yes. It charges nicely from my cellphone's "turbo" charger in the car.

I finally got my third battery and do not use a multi-charger. I have realized that once I burn them up it is time to go inside and wait for a little bit. Love my spark!!!
