I may have missed this, so exuse the question if its stupid but why is there a lower framerate rate 24 or 25fps (increased stutter risk) when using Pal,  and no 4K 30fps (less stutter) possible ? is it just a NTSC or Pal thing....isn't 30fps possible with Pal ?

It wouldn't be Pal if it had a 30fps rate.

Pal doesn't really get you anything for your trouble unless you hope to broadcast on Pal networks/systems and want to save conversion time. I guess if that's your end goal, though, it's best to use the format and learn how to deal with the lower frame rate requirement.

i'm having to as re my other thread for poor video output, NTSC appears to be different recording output and since i've had problems i've switched to Pal to see if the output on same settings is any better etc

Unless you are trying to playback on a very elderly TV you can record NTSC if you want the slightly higher frame rate.
Some prefer the slower rate for being more cinematic.
I find using 24 you sometime see a bit more jerkiness when turning but not much in it.

You can use PAL or NTSC indifferently. bit of them will work equally well on your computer, TV, Youtube and such. The only difference is the frame rate, but all screens are up to it. What can still make the difference is the 4K. that not all devices can play smoothly.

i have a problem though as for some reason NTSC recording don't look very good, but if i switch to Pal i see an improvement ....so i think ill stick with pal

I'm in a PAL country and always shoot camera, drone etc in NTSC, I like the extra frame rates and a few frames does make as difference, especially with fast motion and also turning of the drone to reduce jitter, I'd shoot 1080 60fps if it wasn't so rubbish on the Mavic! I don't buy the "cinematic look" thing... more frames the better to my eye!
