That is in-fact a camera and is normal to not be parallel to the aircraft. As long as the image the camera sees is stable, it will work perfectly.

Don't touch it, that will be the adjustable focusing element for the vision system. This will have been calibrated during assembly and by changing it you will change the vision systems focal plane and possibly cause problems with the vision system.
