When I load up the DJI Go 4 app on a second device, will it fragment my flight records, or will all records appear on both devices?

All records Appear with both devices.  It goes by your DJI account.  

You need to sync your records on the 2nd device, if your fly using the 2nd device, sync it and then sync the 1st device and both will be the same.  I use 3 devices each with 2 versions of Go and its all synced.

I agree with with the others have said.  I have an iPhone and an iPad.  When I do the sync of the flight records on each device, it updates them both with all records from both devices.
