Pursuant to a reference in a recent post, Dji admin had stated that replacement of the drone via dji refresh is a one time deal. The dji store states that 2 replacements in one year is the agreement.

Anyone have any insight here?

In EU at least it is 2.
Edit: I've seen it. Sadly they sometimes don't know what they're talking about. DJI support in a nutshell.
Edit2: Maybe I'm bit to harsh but at least one admin in here is completely detached from reality and seem to not read what people write.

Perhaps a bit of a language barrier? I hope not to use the dji refresh but I'd like to know one way or the other. I suppose I could just contact dji through some support function but wonder what impressions others are under.

According to my Refresh Service Agreement, I have 2 occurrences available during the first year.  If I remember, it will cost $49 for the first and $69 for the second.

Well I have care refresh. In agreement it says 2 so he was clearly wrong. If it's the  language barrier then sadly he shouldn't work as part of dji support staff/admin.
With all the problems with Spark it is worth to have Care Refresh imo.

If it's the same comment I saw then I think they were referring to the fact you can only buy refresh once; so you couldn't use your two replacements then buy another refresh package and get another two!

You have our sincere apologize if there are some confusion that have been caused. We would appreciate if you could post the link here which would be reviewed and amended.
DJI Care Refresh is valid for 12 months and offers up to two full replacements at additional charge if accidental damage occurs to your product during normal use. However, the service plan cannot be renewed after it expires (12 months), that is, like post 6# illustrated, you can only buy refresh once, so you couldn't use your two replacements then buy another refresh package and get another two.
