It depends on what you mean. Your Mavic won't fly any longer but yes, an elevated location can make a big difference when it comes to your ability to maintain a connection to your Mavic. Ultimately what's needed is a clear line of sight between your controller and the aircraft and generally the higher you and the controller are the easier it is to maintain the connection.
Hard to say. But flight environment indeed affects the flight distance. Less interference enables a good control distance, and the position of the RC's antennas matters a lot, too, you can refer to the pic below:
