assuming a few things here: phone/tablet is in airplane mode to disable wifi/BT/cell signals and using OTG. and that you are in an area potentially a lot of signal build up..
try this: boot spark and controller up like normal and connect phone/tablet via OTG, with wifi/bt/cell disabled.. then press and hold the button the the battery of the spark until you hear a beep, let go then on controller press and hold Pause + FN + C1 and it start beeping hold it for about 3 seconds into the beeping then let go. its hunting and calibrating signal it should reconnect after about 30 seconds or less and stop beeping at you. pick the spark up and make sure lag free in the video or lag is very minimal and no sudden choppiness or blockiness. if there is lag or compression issue then redo the relinking process again i just described but hold the spark up higher to catch more stray signals...if no lag or compression issues, try flying!
sidenote: all units are globablyl idntical parts, this is most cost effective and makes most sense for a travel item such as spark. they regulate lock downs with geo fenced software.. certain areas demand that the output is lower, or certain abnds cannot be used, the spark will then reduce its self ... only real way around it is to mod the dji go 4 app so its locked to FCC mode, or spoof your location on your phone (much easier on andriod).. the only thing i can provide you with is relinking, it may unlock FCC mode, likely it just find a clear signal to use..
