Well, they had a chance to upgrade this new Mavic, but wanted to milk the current camera setup for a bit longer.  There ARE upgrades in this form factor made by Sony.  They've been out since Mavic 1, hence the lack of usable non-60fps is stupid.  Sony has many different iterations of IMX sensors.  

The Mavic Platinum isn't an upgrade - its a refresh to improve noise reduction and flight times with the remaining specs being identical - it was never going to be the 2nd gen Mavic. That is yet to be seen and, as I said, we will hopefully see an improved camera and gimbal system. Yes, DJI is a business and despite the Mavic Pro existing camera it is still the most commercially successful camera drone ever made in terms of units sold so they must be doing something right!

Yes! If the price was reasonable. Otherwise, I would just buy a Mavic Air.
