can someone please explain how this whole ranking thing works

1st. officer, 2nd officer LvL.3 LvL.2 ect

^ Nailed it.  the more you hang out and chat, solve problems, engage people, etc etc.   

the higher your rank the more permissions and stuff you have like being able to edit much later, and longer limits to messages, bigger attachments, etc etc.

So whats the order of it all ?

...and so on.  

The levels that have rank aliases you can still see the roman numerals beside the rank.  Level 42 is the highest it goes.  Maybe.
