I found that my 4 years old Dell, cannot even play H.265 or HEVC video. So I plan to buy new one with Kaby Lake processor.
My question is: shoud I go for MACbook pro or some kind of mobile workstation like lenovo P51 or P71, Dell Inspire Precision series or HP Z G4 series?
Do I need Xeon with discrete graphics like nVidia Quadro or ATI FireGL or is it sufficient same gamer card?
ANd last, I suppose it is better to have some UHD display rather than Full HD?

You will find the Mac a very pleasant experience. Far greater than a Windows device.

You need Davinci Resolve 14 Studio and a MacPro (even 5.1 2010 old version) or Hackintosh if both with GTX 1080TI graphic card. With that you can edit HEVC 4K in realtime because last version of Davinci play H265 by GPU.

No you can't !

Check out the editing software that you plan to use as they usually provide minimum hardware requirements.

For example, DaVinci Resolve 14 provides this link -> Recommended Minimum hardware for Resolve 14

And Adobe provides -> Adobe Premiere Pro recommended hardware requirements

You definitely need to decide on a video editor first. Magix Vegas Pro (formerly owned by Sony) is an excellent choice for the PC platform. Final Cut Pro is an obvious choice for Mac. It's my understanding that Adobe's editor is available on both platforms. I have a PC with Vegas Pro and a MacBook Pro with FCPX. If you are going to use a Mac and FCPX you will need to convert to ProRes or get an SSD and shoot in ProRes. My MacBook Pro is only one generation old and was the top CPU/GPU/RAM option at the time (bought it this February) and it is worse for editing H.264 video than my 5+ year old PC. With Vegas Pro on my PC I can just edit the H.264 directly but with my Mac using FCPX I either need to convert the source files first or create proxy files inside of FCPX. You may already be used to that workflow but wanted to point that out since I have seen people post about this in the past.

GTX1080Ti doesn't come with Mac

good software will go a long way to solving this problem.

I do not have any problems with my PC is 2 years old using the Nvidia GTX 970 CPU Intel(R) Core i7-4770K_CPU 3.50GHz  32gig of ram

Once you go MAC you will never go back.  Honestly, Apple makes the best and trouble free machines on the market. You pay a bit more but, they do not break and the support at Apple is second to none.  

I have a learning disability and a link to an exact laptop for editing video footage on eBay will help me immensely. I plan on using Davinci resolve. Tips and precise help is what I need. I must buy from eBay for the financing I need.

The needs for hardware will be determined by the software you choose to edit with. I chose Davincci. Thier support department was very helpful outlining the hardware requirements needed to effectively to the editing software. I'm sure whichever software you choose, the support team will be able to help you get the right machine. Many on this forum will suggest Apple as a better platform, but I found that the creative world has evolved to offer equally good options for Windows at a fraction of the cost. I found a laptop that runs the latest version of Davincci perfectly for around $1,000.00. It's a very cost effective option and I love the portability. You should probably research what software you want to edit with and then choose your hardware accordingly.
