is it possible to lower the go app camera view resolution but keep the SD card resolution high??  

Actually speaking, the DJI GO APP camera view resolution won't affect the original video resolution.

I guess it depends on the resolution (4k 2,7k 1080 or 720 )you use, the video format(mov or mp4) etc what output format are you using?

I am I correct in saying that the go app runs at 720p and can I change that resolution. .. my SD card is set at 2.7k

The app shows your liveview at 720p.
That has nothing to do with whatever photo or video resolution you choose to use.
