Yes it is allowed to fly over cities and also (as in the case of Stockholm City and Bromma Airport) inside the airport control zone as long as you do it during the hours when the airport control tower is closed (i.e early mornings). From January 1 2018, you will actually be allowed to fly also during the airport opening hours as long as you keep below 50 m AGL and not less then 5 km from an airport runway. There are also some other rules you need to follow, not over crowds and traffic etc, which i try to  follow...;)

Yeah, but that is not the whole truth.....When the Bromma control tower is closed (e.g weekend mornings) it is ok to fly as long as you check with the tower before take off. Normally it is ok to fly before 09.00 on saturdays and before noon on sundays.
