Is it okay to use the USB port on the Mavic Battery Charger to charge my ipad?

Shouldn't be an issue. Worth a try; may charge slower though.

Yes you can for sure but the more devices you attach to the charger the slower each device will one take to charge i.e. having the iPad, RC and multiple batteries on a hub connected to the same 50w charger will take longer to charge them all but still much quicker than charging each one seperately in sequence.
