Jello is caused by vibration of the camera. This can either be an imbalance in the props or a poor adjustment of the gimbal motors. Try running the camera on the ground and see if the gimbal is vibrating, if it is, then a firmware update is necessary to cure the problem If not, and it only occurs when flying, then you need to try and isolate the problem to either the gimbal or check for out of balance props.
No amount of adjustment of shutter speed or adding of filters will cure the problem.
