As the drone instructor said in the OP posted article drones are here to stay...now, short of the idiots out there that have no clue about man powered flight and can't seem to fly a pigeon on a string there is going to have to be a come to terms on both sides of this issue. However, I'm sure for now that man piloted aircraft will get the full deference of the FAA, but I believe we are going to need to set certain restrictions to help further separate drone ops from regular flight ops. While helos can fly lower than 500 AGL I think they and all aircraft should be restricted to no lower than 500. Now that helps solve some of the problem, but the issue about copters being able to land nearly anywhere will be a tougher nut to crack. Regardless, drone operators must adhere to their part...and for now that is the biggest part of the problem. There are just too many jerk knobs out there that cause these problems for the masses. Enforcement is the only path to ensuring compliance, and I'm afraid, as much as I don't like it, that this encoding/transponder capability is going to become required and worse you won't have control over it (even pilots can control their IFF).

Yes, what you said about less than 500 feet is disturbing. It turns out that in the area where the incident occurred, the lower altitude limit for tourist helicopters is 300 feet and since it is a forest reserve, and not a State Park as noted in the first article, the drones can fly there. Looks like a 100 foot crash zone to me.
