Can I create and fly waypoint missions with an iPad without GPS?

Hi there, you can create a waypoint mission if the mobile doesn't have GPS module, but the waypoint mission cannot be created when flying in a place with no GPS location since the intelligent flight mode needs to be initiated in P mode. Thank you.
