So I bought a "new Inspire 1 v2.0".

Does not appear to be a v2.

One of my concerns is the battery if this is old stock v1, amoung other things of course.

I know it sounds stupid but am I missing something when turning the battery on?

Its as simple as the button or push let go, push again for 2 seconds? something should happen?

I am not getting anything. Nothing while its plugged in and nothing after its been plugged in for some time.

Could it be the charger? is there a way to test both?

fans1904ef8e, that is a bummer man. If the package sat on the shelf for a while the battery may be   DOA. If you purchased it from a reputable dealer you may be able to have it replaced by the dealer. More than likely the charger is fine. Please read the instructions on PROPER battery care before your new battery arrives. Safety First! Ken.

I believe I have the same problem. Bought new Inspire 1 v2.0 and opened the box last night. Charged the battery overnight be nothing from the battery. Also noticed the quick start guide was for the Inspire 1 V1.2.
