Well...like armpits everyone has two, and so it goes with asking this question. Everyone will have there favorites and all are the best, however, to be fair some of the more experienced folks can direct you to some good options that they either use or have knowledge of.
First, there are several options out there and quite a few are free, however, short of spending a lot of money, which you said you'd understandably prefer not too, then the free ones are not all going to give you the range and depth you might prefer, but they can get the job done and the price is right. Also, the DJI GO 4 app has some editing capabilities too. I personally don't use it, but some have and do, it makes it handy when you are looking to push something out quick when on the go to the net or social media.
However, if you are willing to spend a few dollars, then there are a few other options to consider.

I personally just purchased the CyberLink - PowerDirector 16 Ultra program based on the reviews from above, but I have not used it yet. Item is currently on sale at the co's website for $59.99 go here: https://www.cyberlink.com/produc ... features_en_US.html
Prior to this I was using an outdated MS Windows Live Movie Maker, which is no longer supported, but still available for download. That program is fairly easy and simple to use, but is basic only, very few advanced features.
