On the inspire 1 v2, I'm getting about 2km or so max on a beach area with no airtraffic and no interference at all. Already flying in signal line to the aircraft.
On the phantom 3 pro, back in 2016 and early 17, achieved 5km on the same area and spot.
I don't have the phantom 3 now.
The i1 and P3 pro should have similar radio performance as specs state and as advertised. So this short range issue must be a software issue via location.
There are no regulations on RC's in the philippines.
