Well here is my take on your question. I am not a programmer but I am a computer tech. When thinking of a web based application here are some cons that I think all developers look at when starting off.
No push notifications
No Offline access (if you have no data service you cant fly your drone)
No App store presence (trying to get to your web favorites seems more time consuming than clicking on an app button)
Not being fully compatible with all web browsers. You would have to design the page to work with all 4 major browsers and Edge is a nightmare at the moment for certain companies because of all its security requirements.
I do remember seeing someone on this forum who side-loaded the app onto a windows machine but honestly I'd be scared to test it out.
