According to the user manual, Mavic Air's transmitter power is restricted depending on the country in which it flies. There are several options for different bands there: 2.400 - 2.4835 GHz:
FCC：<28 dBm; CE: <19 dBm; SRRC: <19 dBm; MIC:<19 dBm
5.725 - 5.850 GHz:
FCC: <31 dBm; CE: <14 dBm; SRRC: <27 dBm
It is not clear which one of these applies to Russia but it seems to be CE, which is way too tough.

In fact, Russian regulations allow this:

• In the 2.400 – 2.4835 GHz range: ≤24 dBm (250 mW) for 802.11g/n/ac, ≤20 dBm (100 mW) for 802.11b;
• In the 5.725 - 5.850 GHz range: ≤30 dBm (1000 mW) for 802.11a/n/ac (seems to be the same as FCC!);

So, my question is: are there any plans at DJI to update Mavic Air's firmware/DJI GO 4 App to take this into account? It would be great to have higher transmission power at least in the 5.8 GHz band (for 2.4 is too noisy anyway).

No, definitely not exactly FCC (at least for now), judging by the available channels in the 2.4GHz band: channels 12 and 13 are available (they are indeed allowed in Russia). Also, those who employ the FCC hack (which turns out to be legitimate in Russia at least for the 5.8GHz band) report improved range and better link quality.

Then I am not sure. The Mavic Air only has these two wifi modes for regulation purposes, and, as in Russia wifi regulations are not as strict I cannot tell you how the controller is functioning.
