Customs don't care what you do with it. That is on another page = drone flying requirements in Italy.
Customs are interested in tax evasion. That's why you want to have the receipt of purchase with you.
Most important: Read the requirements of your airline regarding the lithium batteries.
Most likely the requirement is that the batteries must not be in checked luggage but in hand luggage.
Also it is recommended to tape the connectors.
I travelled Germany > US recently with my P4P and 5 batteries - no issues.
