Is this fan supposed to start up immediately on power up or does it take a bit before engaging.

I think it's regulated by a temp sensor of some sort. It circulates air when cooling is needed. Leave it running for a while and see if it kicks on?

Please also confirm with the engineers that the only way to replace the fan in question is to replace the entire bottom shell.

Sorry to have kept you waiting, the fans should spin when powering on, for your issue, it is suggested to send in for evaluation since it could be the defect of the fans or the main controller fails to supply power.
