2 Brand new Mavic Pro batteries on the 4-way charger are both blink rapidly for about 12 flashes and then 3 slower flashes on LED1. Not charging even after hours of being plugged in. These batteries have not been used yet. Any ideas what's going on?

You should refer to the DJI Mavic Pro Manual on Intelligent Flight Batteries.

LED 1 has no meaning according to the manual, its the one furthest from the power button.
The DJI charging hub only charges 1 battery at a time, so both batteries should not be flashing anyway.

My advice would be to unplug everything and see if you can charge 1 battery direct from the charger...

Yes it's the LED furthest from the power button.

I have tried to direct-charge one to the same effect.

The battery briefly appears to start charging before LED1 starts flashing

Try a different port on the hub.  Or do not use the hub try using the oem charger.

Sounds like the same problem as this guy.
Return to the store you bought them from and ask for replacement.
