Hi. I am sorry to know that you are having issues in activating you DJI Phantom 4 Pro V2. There could be a compatibility issue on the mobile device ( Google Nexus 7 ) that you are using that is why this issue is happening. Using a non recommended mobile device on you DJI Drone can cause incompatibility. For reference, I will post the list of recommended mobile devices for the DJI Phantom 4 Pro V2.
