You need the codec.

If you search the windows store for h265 codec there are 2.  One paid, one "for device managers" which is free.  They're exactly the same.  Select the free one.

VLC will play them fine.

The codec will not play on VLC, skips on windows photos, movies, and power media player but plays best on windows media player with just a little skipping
maybe I need change settings I think it was 4k 30 would 4k 24 help?

Doesn't matter.  Thats the container.  Your CPU may or may not have the capacity to playback the H265 smoothly  It depends what generation CPU it is.

Have you installed the codec?  Is your CPU Skylake or above?

I have just installed the codec and it works perfectly on my AMD Ryzen 5. No stuttering at all.

i7 means nothing.  There are several generations of i7.  Only the very newest support h265 10 bit decoding.  Your PC spec is far from top of the line (GTX980 etc) so i guess its got a 7th gen or older i7.  So yes, they're going to be choppy.
The codec to allow other software to play it (choppily most likely) is available free on the Windows Store.  Search for HEVC.

That said its not really a problem, D-Log footage HAS to be post processed to be usable so you dont just "watch" it for fun without that.  so after post processing, export as H265 and it'll be fun.  Make proxies to do the actual editing.

I have the same issue with my mac.

Is it possible to record in H265 DlogM then convert to H264 without loosing the 10 Bit colour?

I didn't write gtx980 just gtx980Ti and if you had a little idea about graphics cards then you would not write such things. i7 6700

p.s
this gtx980ti eats all 1060 and 1070 for breakfast

I have a seven year old i7 x980 based desktop that is more than capable hardware wise of playing HEVC files, and editing with real time transformations applied with a GTX1080 TI. Most editors are still steered towards CPU rendering but some utilise the GPUs nicely on top of that. It's as much down to software as hardware.

Some nice 4k HEVC 10 bit test samples here at various bit rates.

The "Films & TV" or MS "Photos" App's from MS Store (free) plays the 120Mb 4k HEVC 10 bit ample in above link very smoothly on my machine (as does the 400Mb/s sample) whereas windows media player can be a bit jittery.

p.s

Right so a 6700.  A 6th generation i7.  One too old to support 10 bit H265 hardware acceleration.

A cpu that was out in 2015 - nowhere near cutting edge.

So your computer system is nowhere near top of the line.  The 6700 does not support hardware 10 bit HEVC decoding.  Hence its choppy.

I recorded a few recordings yesterday utilizing 4K HQ. I've taken a stab at playing them back with VLC, standard Windows 10 video player, Davinci Resolve, and my 4K brilliant TV - and they all have a similar issue. The video plays and looks delightful, however it delays like clockwork for about a second. It's unwatchable, clearly, yet I don't know what might cause it. In the event that I downsize it to 1080p, the playback is splendidly smooth. My PC is a Dell XPS 15 with a lot of RAM, a devoted illustrations card, and so on, and I'm endeavoring the play the .mp4 documents straightforwardly from my hard drive
