1) Under 400' should be drone airspace with special exceptions only (e.g. approach, egress from airfield)

2) Over 400' should be aircraft airspace with special exceptions only.

3) drones should be allowed to fly, in principle, in city areas either under 400' or under or level with the average tops of the surrounding buildings (don't ENFORCE; encourage self-policing).

4) In city areas or other special "high interest" locales where fairness legitimately calls for provision for both aircraft and drone activities, a register or website should exist on a daily basis for logging flight intentions. All drones operating would be asked to log. Any aircraft intending to pass below 400' would be asked to log. Again, don't ENFORCE...encourage.

5) Advise against flying over crowds, but make laws only for named events...parades, football matches, concerts etc. Don't attempt to base on a definition of "crowd" (bodies per square meter)...too nebulous, variable, and unreasonable to enforce.

6) Punish INDIVIDUALS blatantly in violation, e.g. of airport approach) rather than punishing the entire form of aviation.
