Normal results with (almost any, unless highend or professional) digital camera in low light. Some do more some less. But they are not made for nightshots.
Are you filming that from a TV or Computer monitor ? There are reflections from the screen and what looks like a Play/Pause/RWD/FFWD box in the bottom centre. Maybe upload the original video so we can look at the footage without it being filmed on a mobile phone from a TV/Monitor.
You'll see these 'hot pixels' on just about any camera you choose to test. A combination of high ISO (which just amplifies any noise), longer exposure time and ambient temperature all have a bearing on these.
