It's a problem DJI needs to fix, I'm having the same problem. I've turned off firewalls, virus protection. Yes, I have 64 bit, latest Windows 10 and a solid internet connection. The software needs to be fixed, it's not on the user side, it's a developers problem.
I'm having the same issue at work. Internet connection is working perfectly. Software says "Verifying Loader Version" and then "Error 008_008 {000/0263}"
I have encountered the same problem. But I think this is completely related to the internet connection. I solved the problem like this.
I was connecting to a university with wifi. School sites are forbidden to enter game sites. So I installed DJI Simulator on the internet with my phone and it worked properly. The internet you connect to must allow the installation.
I was having the exact same problem with the same error code. Turns out the firewall was blocking it because it communicates with a server in China that doesn't even use HTTPS. The smart dudes in IT had to make a rule to allow it. Works fine now. Though I do feel a little dirty.
