iPad Pro 2018 cannot import H264 video from SD card only H265. Anyone know if there’s a way to fix it?

if anything, the iPad should have had trouble with the H265 encoding, not the H264. Are you sure there is enough memory space on the iPad to accomodate the file?

That's what I find strange. Everywhere I've searched I see others having trouble
With H265. Yes I have more than enough storage
available.

No error message just a red exclamation mark.

Yeah, it just won't import 4k60 files from phantoms, really bad. It will import these files from direct camera attachment, in whatever codecs various cameras use, but just will not import a 4k60 file from a phantoms memory card.
Contacted apple, got the usual "we'll call you back" but no one did, was told it would be escalated, so.. waiting game now.
