The Lake Havasu City Balloon Festival is held each year around this time.  It is right on the Colorado River and quite a festive event.  Balloons often do splash and goes on the water.

Wow, it is a creative idear to too take a 360 pano with a lot of balloons around it. However, fly safe!

In Pano/Tiny Planet, it always looks like you're higher than you actually are.  Look at the building under the largest balloon at 12 o'clock and you'll see Sparky is just about level with the roof line.  I was well below the closest balloon.   Also with balloons, they are only going to travel one direction...with the wind.  So if you get perpendicular to their flight path, you are quite safe.
