When taking videos on the Spark, in what situations would one use different shutter speeds? I'm just confused on this, as I really don't know much about photography/videography.

higher shutter speed are used when your capturing fast moving action like racing example 1/300 of a sec, 1/100 is standard for video , with a higher shutter speed you get better slow motion replay

There is a rule of 180 degree. For better  representation of moving objects you should set your shatter speed us double of frame rate. As Spark shoots with 30 fps it means the shutter speed should be set on 1/60. But! In bright sunny day you need the ND Filter to reduce amount of light on the sensor of camera. Generally you better set the shatter speed  in way when your exposure is equal to 0,0.

and keep ISO on 100 level. Increasing ISO you increase noises on the footage.

Do not shoot in Auto mode. Always set White Balance manualy. If it sunny then set Sunny. If it cloudy then Cloudy. It's simple)).
