I have asked the FAA  the definition of "structure" as it pertains to Part §107.51 and have yet to hear back.  Can anybody  elaborate on this. Does that mean if I have an inspection of a building that's 600 feet if I take off on the roof I'll have 400 more feet of air space about that building? Is that how I am interpreting it?

Yes its 400 feet above highest point near you. But remember if there is an emergency and MD, FD or PD helicopter may fly lower and you are responsible to keep your drone VLOS and get out of the way.

No person may operate an aircraft within a Class B airspace area except in compliance with §91.129

But do you have to have a purpose with that structure that's that high lets say 600 ft for us to be able to add the additional 400 that the FAA gives in the rules

The area that I want to fly in I know I can fly up to 400 feet from the the surface. I have to do an inspection of a building that 651 feet in the area and it's in a class B airspace but that class B airspace has a shell that's starts at1500 feet all the way to 7000 feet. What want to know is if I take off from the roof of the building that is 651 ft tall will I be able to add an additional fifty  or an additional 200 feet  or add 400 feet to that structure that is 651 ft. Remember I am not taking off from the surface I am taking off from the roof of the structure (aka) building

400 feet calculated from the highest point. In your case its your roof. Check what restriction they have in your area. Maybe its not 400. It maybe 0 or 100

If in the USA and you are wanting to fly Class B airspace with a sUAS under part 107 i would think you would need a waiver to fly BVLOS unless i read your post(s) incorrectly.

hopefully this will help. This is what some people call an upside down wedding cakes if you fly under one of those shelves you do not need to make any type of request you can fly from the surface to 400 fee without any issues even though you are flyin under a class B airspace as shown in the picture

If the structure you are wanting to fly above 400' AGL and within 400' of it rises into and above class B airspace then you will need something from the FAA when performing this trick.

This has become a two-part question. My original question was I need to inspect a building that is in a class B airspace and will be flying under a shelf that starts at 1500 feet and it ends at 7000 feet. The building is 651 feet. What I'm trying to find out if I take off from the roof of the building (meaning) I am taking off 651 ft above ground approximately from the roof. Can I add 50 feet 250 or take it all the way to 400 feet which I am not going to do because I do not need to go that high I would proximately need maybe a 150 feet above the take-off point and I apologize if I did not explain myself correctly from the beginning to anyone that I've confused

BobB is correct. Regardless your in class B airspace you will need a waiver.

Even though B starts at 1500, once you hit that 600 foot mark you have deviation in Class E

which is why you need a waiver.

If I am getting this correctly you can go 400 feet above the building which is 651 feet. 651 + 400 = 1051 feet. The shelf starts at 1500 feet. That leaves 449 feet of space before the bottom of the class B shelf. You will be fine without authorization.
between the surface and 1500 ft which is  class B begins you do not need no type of authorization no waivers skyvector is your best friend when it comes to these tiers or shelves  some people call it different ways
